Another preventable death if ICE had done its JOB. Instead another young woman was brutally murdered by an illegal alien ICE had failed to deport, leaving blood not only on her murderers hands but theirs as well. They had him in custody and should have deported him, yet they released him back onto the streets.
NEW LONDON, Conn. (AP) A Haitian immigrant who was released from prison in January after serving a sentence for attempted murder is back in custody on a murder charge in the death of a Connecticut woman last month [June 1015].
The Bulletin reported that Jean Jacquess prison file was marked Detainer: Immigration and that Connecticut officials say he was released in January  to the custody of the U.S. Department of Immigration and Customs Enforcement.
His crimes also included the illegal use of a gun during a 1996 deadly shooting, qualifying him for deportation to his native Haiti, the newspaper reported. ICE spokesman Shawn Neudauer told the newspaper federal privacy laws prohibit him from discussing Jacques case.
On Monday, the 40-year-old Jacques was in New London Superior Court to answer to murder and drug charges, stemming from the June 15  stabbing death of Casey Chadwick at her apartment in Norwich, the city where Jacques lived before he went to prison. The 25-year-old womans body was found stuffed in a closet.
Norwich Police Chief Louis Fusaro Sr. said it was discomforting that Jacques wasnt deported after his prison release.
We have a victim of a homicide in the meantime, and its a shame, Fusaro said. Its pretty obvious if he was deported this wouldnt have happened.
After he was released from prison, Jacques got a job working at an East Lyme restaurant as a cook and dishwasher.
The victim has been identified as 25-year-old Casey Chadwick.
Jacques has been charged with murder and is being held on a $1 million dollar court set bond.
(FoxCT) Jacques was arrested at around 3 a.m. on June 16  during a drug investigation. When he was arrested police noticed fresh bandages on his hand and fingers covering several bleeding lacerations. He said he got the cuts on a broken plate when he was working as a dishwasher, and a coworker did confirm he cut himself at least once that way. However, a doctor said that the cuts were consistent with a sharp force object, which was also what caused Chadwicks death.
[…] He also had some counterfeit money, as well as real money with blood on it. Blood was also on his sneakers and underwear, and was also found all over his apartment.
